MoVal hits a high point in affordable housing by Stella Pierce

The City of Moreno Valley celebrated the completion of Phase II of Courtyards at Cottonwood with a ribbon cutting ceremony on August 19, marking another notable achievement in the City’s ongoing commitment to providing inclusive housing for low-income families. This phase of the project added 32 additional housing units to the innovative community, bringing much-needed affordable housing to the area.

“The completion of Phase II of Courtyards at Cottonwood is a testament to the City’s commitment to meeting the need for affordable housing with innovative and sustainable solutions,” said Mayor Ulises Cabrera. “This project provides homes for families in need and strengthens our community by providing amenities that improve the quality of life for our residents.”

Courtyards at Cottonwood, nestled in the northeast corner at the intersection of Indian Street and Cottonwood Avenue, was developed through a public-private partnership between the City of Moreno Valley, Riverside County, Rancho Belago Developers, Inc. and Kingdom Development. The expansion includes a total of 32 new units (16 two-bedroom units, 12 three-bedroom units and 4 four-bedroom units) designed to accommodate families of varying sizes.

“The Courtyards at Cottonwood is a shining example of what can be accomplished when public and private entities work toward a common goal,” noted 1st District Councilmember Elena Baca-Santa Cruz. “This project provides not just housing, but a home – a place where families can thrive and grow in a supportive environment.”

Residents of Phase II will enjoy the same comprehensive amenities as Phase I, including access to a community room, swimming pool, passive courtyard areas with benches and grills, an exercise trail, and a community park with a basketball court. These amenities are designed to foster a sense of community and well-being among residents.

The Courtyards at Cottonwood have attracted regional attention for their innovative approach to affordable housing. Earlier this year, the project was awarded the 2024 Sustainability Award by the Southern California Association of Governments (SCAG) for the use of energy efficient materials and appliances that help reduce utility costs for residents.

With the completion of Phase II, Courtyards at Cottonwood now includes a total of 112 residential units, including 92 family units and a 20-unit senior living building. The community continues to serve as a model for sustainable and inclusive housing in Southern California and exemplifies the City’s proactive approach to meeting the housing needs of its residents.
